‘tbs’ Mark Certification Scheme

TBS operates a ‘tbs’ Mark Certification Scheme, which allows manufacturers who have conformed to Tanzania standards to use the ‘tbs’ standards mark of quality on their products.

Batch Certification Scheme for Imports

It is part of the implementation of Government Notice No. 672 of 1998 (The Standards Compulsory Batch Certification of Imports) Regulations. TBS has introduced Batch Certification Scheme for all imports covered by compulsory standards.

Tested Product Certification Scheme

The Tested Product Certification Scheme is a scheme whereby the Bureau has not issued a standard for a product but which otherwise complies with appropriate standard as specified by the product specification and approved by Specification Approval Committee of the Bureau.

Management systems registration scheme

TBS operates Management Systems Registration Scheme according to ISO 9000, 14000, 22000 Quality Management Systems and OHSAS 18000, an international occupational health and safety management system standard.


Testing Services/Facilities
TBS Test House was established in 1982 in order to
a. assist manufacturers to improve the quality of their products;
b provide facilities for the testing of products to ensure their suitability for their intended use and
c.  verify pre-export and pre-import product quality.
TBS Test House also provides quick, accurate and confidential test facilities for type testing, audit testing, technical guidance and advice on test methods and training of laboratory personnel.
Chemistry Laboratory
Chemistry Laboratory provides the following services:
a. testing of all chemicals, allied products and environmental samples;
b. training in product testing related to chemicals and Laboratory Quality Management Systems;
c. collaborative environmental research work;
d. consultancy to industrialists;
e. coordination for Tanzania Proficiency Testing Scheme (TPTS);
f. provision of Edible Salt Proficiency Testing at National and EAC level;
g. provision of Drinking Water Proficiency Testing Scheme at National level;
h. coordination of SADC Proficiency Testing Scheme;
i. air quality monitoring.
Food Laboratory
The Food Laboratory provides the following services:
a test facilities for all food and agricultural commodities;
b chemical analysis of food including proximate composition such as moisture content, oil content, protein, mineral ash and acid insoluble ash and mineral contaminants;
c checks to ensure that food products are manufactured with due regard to good manufacturing practices;
d national technical assistance and consultation with regard to ISO 17025 implementation on the testing laboratories, method validation and uncertainty of measurements and internal audit for microbiology laboratories.
Material Testing Laboratory (MTL)
TBS offers the facility for material testing. Material Testing Laboratory is designed to perform vigorous testing and competent assessment of components and equipment to meet relevant safety requirements. MTL offers type-testing to any national or international standards as well as testing for certification for the purpose of approving products which are manufactured in accordance with established Tanzania standards.
The Material Testing Laboratory has three sections:
Building and Construction Section
a. designed for the testing of building materials as well as building components for properties such as strength and deformation properties, tightness, composition and dimensional changes and
b. performs field investigations for various load tests and drilling of concrete cores from completed constructions for testing of strength.
Mechanical Engineering Section
a. equipped with facilities for testing metallic materials with a wide range of tests being carried out to determine different properties of metals and
b. offers consultancy services such as suitability for use of products needing general mechanical tests using local, national and international standards.
Electrical Engineering Section
a. designed for testing households and similar electrical appliances as well as electrical materials and accessories and
b. equipped with a modern multiple Earth Loop impedance’s prospective short circuit currents and for earth leakage circuit currents and for earth leakage circuit breaker testing in buildings.
Textile, Leather and Condom Laboratory
a. provides test facilities for both textiles, leather and condom industries;
b. trains textiles, leather and condom analysts in good laboratory techniques;
c. for textile testing, it is equipped with fibro-graph, pressley strength tester, cotton trash analyzer, ulster yarn evenness tester, xenon arc for testing colour fastness to artificial light, exposure rack for testing colour fastness to daylight, perspirometer and washing machine. For leather testing, it is equipped with tensometer, lastometer, permeometer, flexometer, rub fastness tester, wrinklometer, water vapour permeability tester, leather shrinkage tester, penetrometer, adhesion tester. As for condom testing, the lab is equipped with the condom dimensions tester, bursting volume and pressure tester, package seal integrity tester, freedom from holes tester and quantity of lubricant tester.
Metrology Laboratory
a. An accredited laboratory which has been given the statutory responsibility for establishing custody and maintenance of the National Measurement Standards related to all physical parameters, at internationally accepted level of accuracy.
b. Undertakes apex level calibration of measurement standards and precision instruments in various fields of measurements such as length, mass, temperature, force, volume (including vertical and horizontal bulk storage tanks) pressure, D.C. and A.C. measurements.


Information and its Dissemination
Information centre
TBS has a well equipped library which provides the following services:
a. information on standards and standards related materials to TBS staff, industrialists, business community, academia, researchers, and consumers;
b. maintains Tanzania national standards, foreign national standards, international standards, like ISO, IEC, Codex Alimentarius, laws and regulations, journals and other publications related to standardization and quality assurance;
c. selling standards, both national and foreign;
d. enquiry services -  reference to documents;
e. reference services  -  refers the client to most appropriate source where he/she can get the information he/she needs, which the library is unable to provide;
f. provision of current awareness services -  As new information is acquired, members of staff are informed digitally or by phone or by circulation of lists of new arrivals.


National Enquiry Point for WTO /Technical Barrier to Trade (NEP)
NEP handles information on technical regulations and standards adopted or proposed to be adopted and conformity assessment procedures adopted or proposed to be adopted. It uses the resources available in the library to answer enquiries from exporters and importers in Tanzania and abroad.
Services rendered by NEP
a. receive and disseminate WTO/TBT notifications from Geneva Secretariat to stakeholders in Tanzania;
b. send notifications of proposed Tanzania’s technical regulations and conformity procedures to WTO/TBT Secretariat to Geneva through the Ministry of Industry, Trade and Marketing Focal Point;
c. responding to requests for information from WTO members regarding Tanzania national standards, technical regulations and conformity assessment procedures;
d. responding to requests for information from the business community in Tanzania on foreign national standards, technical regulations and conformity assessment procedures.


Technical Assistance to Importers and Exporters (TAIE)

TAIE is a service which provides exporters and importers with essential information and advice on foreign technical requirements in foreign markets. TAIE provides this information through a variety of sources, technical publications in the library, pre-shipment inspection, and technical research and consultancy.


Training and consultancy services

In order to promote standardization and quality assurance services in industry and commerce; TBS, via its Quality Control Section, conducts training and offers consultancy services to organizations. The training and consultancy services are categorized into organization standardization, quality assurance, quality improvement and laboratory techniques.
