Director’s office
The office of the Director of the Bureau is the chief executive and accounting office. Its functions include the implementation of the decisions of the Executive Council, overall human and material resource management, administration, execution of the Bureau’s policies, accounting and financial control of the Bureau.

Over-all, six units are under the Director’s Office. The units are Legal , Public Relations, Planning, Marketing, Maintenance and Internal Auditing. Each unit has its specific functions as follows:

Legal Unit
a. advising the management on legal matters;
b. taking care of all legal documents;
c. drafting of legal documents;
d. handling/attending legal matters relating to the Bureau.

Public Relations Unit
a. coordination of staff welfare;
b. meeting TBS visitors and arranging their accommodation;
c. preparation of radio programs concerning standards and quality assurance;
d. preparation of publicity materials and manuals;
e. maintenance of media contacts;
f. drafting press-releases;
g. coordination of all standardization and quality assurance publicity;
h. drafting and maintaining public relations policy.

Planning Unit
a. carrying out planning activities related to standardization, quality control, certification, etc.;
b. preparing the Bureau’s Activity Based Budget;
c. coordinating all planning functions of the Bureau;
d. compilation and production of regular reports of projects as required by the Bureau;
e. preparation of project proposals and action plans for submission to the government or donors;
f.  provision of consultancy services to clients in standardization and quality control;
g. assisting in the coordination of collaborative research activities;
h. preparation of the annual financial and accounts report.

Marketing Unit
a. evaluation of market research and development requirements of TBS;
b. undertaking market research to provide information/statistics required for marketing, planning and management;
c. marketing TBS services;
d. preparation of promotional brochures;
e soliciting customer orders and processing them.

Maintenance Unit
a. routine maintenance of equipment;
b. planning and executing rehabilitation programs;
c. overseeing all maintenance work within TBS;
d. repairing machines and apparatus in laboratories.
Internal Auditing Unit
a. routine auditing of payment and income documents;
b. carrying out auditing duties regarding salaries, wages, cash, LPOs, imprests, bank accounts,
revenue, etc;
c. advising management on external audit reports;
d. liaising with external auditors regarding TBS accounts.
